BASIC ORGANIZATION OF THE STATE PARTIES OF THE COMMONWEALTH OF INDEPENDENT STATES FOR SCIENTIFIC PERSONNEL TRAINING IN THE FIELD OF THE PHYSICAL AND TECHNICAL SCIENCES

In our time, one of the key directions of world progress is the development of research and the training of scientific personnel in the field of natural, exact and mathematical sciences, since the experience of recent decades shows that they are the basis for innovative achievements and improve the well-being of the population of citizens and occupies a central position in this regard. In this regard, the world community is implementing various forms of development of the exact sciences through the development of government strategies and programs and the establishment of international cooperation. At the level of the Commonwealth of Independent States, recognizing this fact, from the very beginning of the creation of this international organization, special attention is paid to the development and sustainability of integration processes in science. In this regard, in 2007, the “Prospects for the further development of the CIS” defined the creation of a single scientific, educational and information space as a key issue of humanitarian cooperation between the state parties of the CIS. On this basis, a number of interstate structures have been created and are successfully functioning within the framework of the CIS for the development of scientific cooperation, which resolve individual issues in the process of scientific cooperation between the state parties of the CIS. Including the Council for Cooperation in the field of fundamental science of the state parties of the Commonwealth of Independent States, the Interstate Council for cooperation in scientific-technical and innovation spheres, the Interstate Coordination Council for scientific and technical information.

Of these structures, created and operating within the CIS, the development of the exact sciences and the development of cooperation between scientists and research institutions of the CIS are generally considered by the Council for Cooperation in the field of fundamental science of the state parties of the CIS (Council). Recall that on May 19, 2011, a meeting of the Council of CIS Heads of State was held in Minsk, where an Agreement was signed on the establishment of a Council for cooperation in the field of fundamental science of the state parties of the CIS. The Council includes the heads of the Academy of Sciences of the state parties of the CIS or other authorized state bodies and the chairmanship of the Council is alternately carried out by the state parties of the CIS. In particular, in 2017-2018 the chairmanship of the Council was represented by the Republic of Kazakhstan, in 2018-201. – Republic of Tajikistan, in 2019-2020 – Russian Federation, and for the current period – 2020-2021 the Chairman of the Council at the VIII meeting of September 24, 2020 is the Republic of Belarus.

The experience of scientific cooperation within the framework of the CIS shows that one of the most effective instruments of cooperation in the field of training and advanced training of personnel in the field of fundamental sciences are basic organizations. In this regard, at the V meeting of the Council, held on February 21, 2017 in Almaty, the issue of giving one of the institutions of the CIS member states the status of a basic organization in the field of fundamental science was considered. It was decided to the members of the Council to send to the Secretariat of the Council proposals on giving one of the institutions of the CIS member states the status of a basic organization in the field of fundamental science. The representation of the Republic of Tajikistan proposed to consider the issue of granting the status of the base organization of the participating States in the field of training scientific personnel in physical and technical sciences to the S. U. Umarov Physical and Technical Institute of the National Academy of Sciences of Tajikistan. On April 12, 2018, the CIS Executive Committee accepted the proposal for consideration. In particular, within the framework of consideration of the draft Regulation on the basic organization of the states parties in the field of training scientific personnel in physical and technical sciences at the VII meeting of the Council (November 28, 2019, Moscow, RAS), as well as at a meeting of the expert group to agree on draft regulations on the base organization (February 12-13, 2020, Minsk, CIS Executive Committee), participated and performed the director of the S. U. Umarov Physical and Technical Institute NAST.

Despite the difficulties caused by the collapse of the Soviet Union in the field of science, scientists and specialists in the physical and technical field of the country retained their scientific potential and, with cooperation at the CIS level, they can contribute to the common cause – to further enhance the competitiveness and level of training, as well as the achievements of physical – technical area.

The participants in the meetings of the Council for cooperation in the field of fundamental science of the state parties of the CIS, as well as expert groups of the CIS Executive Committee, carried out a huge amount of work, in particular, to agree on the draft provisions of the basic organizations and cooperation in the development of fundamental science. The staff of our institute is very grateful to the Decision of the Council of Ministers of Foreign Affairs of the Commonwealth of Independent States on giving the S. U. Umarov Physical-Technical Institute of the National Academy of Sciences of Tajikistan the status of “Basic organization of the Commonwealth of Independent States in the field of training scientific personnel in physical and technical sciences” , December 10, 2020.

It should be noted that at this meeting, a Resolution was adopted on 2 NII CIS, according to which:

  • P.N. Lebedev Physics Institute of the Russian Academy of Sciences (FI RAS) – assigned the status of the base organization of the state parties of the Commonwealth of Independent States in the field of training scientific personnel in the physical sciences;
  • S.U. Umarov Physical-Technical Institute of the National Academy of Sciences of Tajikistan – assigned the status of the base organization of the state parties of the Commonwealth of Independent States in the field of training scientific personnel in physical and technical sciences.

The main areas of activity of the basic organizations of the CIS include:

  • training, retraining and advanced training of specialists from the CIS member states in various fields of cooperation;
  • conducting joint scientific research by interested CIS member states;
  • development of recommendations for harmonization and unification of the regulatory framework, preparation of relevant projects, exchange of regulatory legal acts;
  • holding international scientific and practical conferences, seminars and symposia;
  • preparation of scientific, methodological, information and analytical materials and others.

It should also be noted that prior to the adoption of this Resolution on December 10, 2020, in the CIS, the status of the base organization of the Commonwealth of Independent States was granted to 86 research institutes, universities. Note also that until now there were no basic organizations in the field of training scientific personnel in physical and technical sciences.

At the moment, the staff of the S.U. Umarov Physical-Technical Institute of the National Academy of Sciences of Tajikistan began its work to raise the level of new responsibilities and to effectively conduct scientific and educational work as the basic organization of the CIS. The institute has many fundamental plans and innovative ideas, and we hope that in cooperation with research, educational institutions, and also scientific and technical centers of the state parties of the Commonwealth of Independent States, we will make a significant contribution to the development of training processes for young scientists and specialists in physical and technical area.
