On December 30, an extended meeting of the Academic Council was held at the S.U. Umarov Physical-Technical Institute of the NANT, during which the Address of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, on the key directions of the domestic and foreign policy of the republic was discussed.

The meeting was opened by the Chairman of the Academic Council, Director of the Institute, Doctor of Physical and Mathematical Sciences, Zariafzoda A.Q., who highlighted the main conclusions from the Address of the Leader of the Nation. It was noted that the President of the country, Honorable Emomali Rahmon, in his Address covered all areas of state and public activity, provided information on last year’s achievements, and gave instructions on the programs and issues outlined for the upcoming period.

The Leader of the Nation particularly emphasized that the achievements in economic and social development are significant, with the gross domestic product reaching 150 billion somoni, and the average economic growth rate at 7.7%. Population incomes have significantly increased, reaching 147 billion somoni in 2024. It was also instructed that in 2025, economic growth should be no less than 8%.

The Head of State also highly appreciated the achievements in the areas of public improvement, economic policy, industrial and production development, energy and energy independence, infrastructure and road strengthening, tourism, agriculture, social protection, education, culture, employment, and other aspects. Specific proposals and instructions were given regarding financial and tax policy, the development of digital infrastructure, the use of artificial intelligence, ensuring the cybersecurity of information resources, and the development of digital entrepreneurship and e-commerce.

The Leader of the Nation instructed the creation of the University of Innovation and Digital Technologies on the basis of the Kulob Institute of Innovation Technologies and Management to train digital specialists, and tasked the relevant ministries to prepare regulatory legal documents within four months and present them to the government.

In his speech, the President of the country supported entrepreneurship and, to further support the development of entrepreneurship and reduce the number of inspections, instructed the introduction of a moratorium on inspections of business entities until January 1, 2027.

It was also proposed to declare the years 2025–2030 as the “Years of Digital Economy and Innovation Development.”

In the Leader of the Nation’s Address, special attention was given to the role of youth in society, the status of women, issues of terrorism and extremism, as well as international relations.

The Leader of the Nation concluded his speech by emphasizing: “We must always be united and cohesive, sincerely love our Homeland, protect it, have a high national consciousness, take pride in being Tajik, and always care for our children, their happiness and well-being, the prosperity of our Homeland, our nation, and our state.”

During the discussion of the Address, the staff and scientists of the Institute expressed their support for the words of the Leader of the Nation. They were also tasked with using the Address as a working guide and making efforts to advance science. After the discussion of the Address of the President of the country, Honorable Emomali Rahmon, other items on the agenda of the Academic Council meeting were also addressed.
